Key Updates and Changes:

  • China-U.S. Trade Relations: Despite some speculation, China has denied any ongoing negotiations with the U.S. regarding tariffs. A spokesperson for China’s Foreign Ministry stated on April 24, 2025, that any claims of progress in this area are unfounded. This follows U.S. President Trump’s earlier statement that the tariff rate on Chinese exports would be reduced substantially from the current 145%. China maintains that any consultations must be based on mutual respect and equality and insists on the complete cancellation of all unilateral tariffs imposed by the U.S.
  • Tariffs on Chinese Goods: The total tariffs imposed by the U.S. on imports from China currently stand at 145%. This includes a newly announced 125% tariff and a previously existing 20% tariff related to fentanyl production. In response, China announced on April 11, 2025, an increase in its retaliatory tariffs on all goods originating from the U.S., raising them from 84% to 125%, effective April 12, 2025.
  • “Reciprocal” Tariffs and Global Baseline Tariff: On April 2, 2025, President Trump announced a plan for “reciprocal” tariffs. This included a 10% baseline tariff on imports from nearly all countries, effective April 5, 2025. Higher “reciprocal” tariffs were also announced for countries with trade deficits with the U.S. However, on April 9, 2025, the administration announced a 90-day pause on these higher country-specific reciprocal tariff rates for all countries except China, Hong Kong, and Macau, effective April 10, 2025.
  • Exemptions for Certain Electronics: On April 12, 2025, U.S. Customs and Border Protection (CBP) issued a notice temporarily exempting certain electronics, including cell phones and some other electronics, from the 145% tariffs on Chinese imports. These exclusions are retroactive to April 5, 2025.
  • Automobile Tariffs: A 25% tariff on all imported automobiles went into effect on April 3, 2025. This also applies to certain auto parts (engines, transmissions, and electrical parts), with the effective date for parts being May 3, 2025. Canada has retaliated with a 25% tariff on non-USMCA-compliant U.S.-made vehicles.
  • Steel and Aluminum Tariffs: The U.S. has imposed a 25% tariff on all steel and aluminum imports, effective March 12, 2025.
  • Tariffs on Canada and Mexico: While initial threats of 25% tariffs on most goods from Canada and Mexico were made, these were somewhat relaxed for goods qualifying under the USMCA agreement, effective March 7, 2025. However, 25% tariffs remain on non-USMCA compliant goods from these countries. Canada has also imposed retaliatory tariffs on approximately CA$30 billion of U.S. goods (effective March 4, 2025) and an additional CA$29.8 billion of U.S. products (effective March 13, 2025), as well as the 25% tariff on non-USMCA compliant vehicles (announced April 3, 2025).
  • De Minimis Rule: The de minimis rule, which allowed shipments valued at $800 or less to enter the U.S. duty-free, will no longer apply to goods from China and Hong Kong, effective May 2, 2025.
  • Potential Tariffs on Other Goods: The U.S. administration has indicated potential future actions on pharmaceuticals, semiconductors, lumber, and copper, but specific details on rates and effective dates are not yet confirmed.
  • Tariffs Related to Venezuelan Oil: Effective April 2, 2025, a 25% tariff may be applied to all goods imported from any country purchasing Venezuelan oil. The decision to impose these tariffs will be at the discretion of the Secretary of State.
